well, i’ll grant that they can help set policy…Obama deserves some credit or blame for HCR, depending on how it turns out in the future, but i think that the dems still had control of both the House and Senate in 1986…just off the top of my head…

Congress (Dems) passed, White House (Repubs) signed… I think we call that “bipartisan”.
