Because people are free to hold unfounded religious beliefs.

When my husband and I went through classes in order to “foster to adopt,” there were a whole lot of things that were off limits legally that were perfectly legal for biological parents to do to their children. There is indeed a higher standard for adoption, at least in my state of Nevada which is as backward as a lot of other states.
