I don’t think it’s phony. It seems genuine to me - not a simple hoax. You don’t set up a Paypal account for a simple hoax, that involves committing criminal fraud if you misrepresent your identity.

To me, it absolutely fits, if he’s behaving erratically, that he would set up a website like that.
