Pretty much. After Yourafart died (was murdered?) the PA recognized Israel. The Israelis evacuated Gaza. Then Hamas (a completely different animal than the PA) won the election in Gaza and turned it into a 25-mile long Semi-guided Missile Cruiser.

More nuance. After Cast Lead, the last go around, Israel closed off access to Israel from their side as long as Hamas was running the show in Gaza. After the revolution in Egypt, Morsi’s crowd, affiliated with the Muslim Brotherhood in Egypt opened up the crossings on the Sinai side and started supplying weapons components in small packages to Hamas, resulting in them being able to stockpile around 9,000 missiles in their Missile Cruiser. When Morsi was couped, Egypt shut the Sinai crossings down. It squeezed Gaza hard, hard, hard, to the point that Hamas agreed to give up civil power in Gaza to the PA. When Bibi decided not to deal with the new coalition government, Hamas felt forced to go all Charlie Manson and put their Missile Cruiser into the fight.
