I was under the impression that he was protecting not just Russian citizens, but Russian SPEAKERS. Because few Ukrainians are Russian citizens, but 99% of them speak Russian.

This definitely worries even Kazakhstan and Belarus; the Baltic states are a given.

My understanding was that he was protecting ethnic Russians, not necessarily Russian citizens or people who speak Russian.
