It’s not entirely intentional misuse either. Not everyone views the same things as racist. Opposing Affirmative Action is perceived as racist, in your own example.

White racists of course do oppose Affirmative Action on their grounds of their bigotry, but that doesn’t negate the fact that there are people with values that view any quota based, non-color blind, preferential treatment as racist. The term ‘racism’ and what people view as racist is not something that our society agrees on at all.
