The well off ought not even qualify for a voucher. As I described them wholly unlike the abuses of other areas, they support the poor and lower middle by helping prevent the under education K-10 of their kids. When they do get to a better school, it does indeed reduce or remove the problem of under education.

Improve the schools and you get fewer voucher applications.
