if the state mines the resources and sells them at a profit, it has created wealth…Hugo Chavez has done this with his oil, or close to it…the House of Saud owns their oil…they contract to find it and drill it but they own it

I will think further on that.

It seems to suggest that the economics between nation-states is inherently free-market, even if the economies of their subject peoples may be even as oppressive as chattel slavery.
