Agreed. That’s what makes terrorism so nasty: you sometimes can’t figure out who the bad guys are till they move to attack you.

That’s always been the issue with guerrilla war in general. When the enemy doesn’t wear uniforms and is part of the general population, it’s nearly impossible to counter effectively.
