Kim Jong-un called for an end to confrontation between the two Koreas, technically still at war in the absence of a peace treaty to end their 1950-53 conflict, in a surprise New Year’s broadcast on state media.

Step 1
Write up a peace treaty, sign it and send it to the South.
Step 2
Hope they accept

Aren’t we about due for their periodic offer to make some sort of deal in exchange for a sweetheart contract regarding getting food and tech? IIRC, they alternate between that and sabre-rattling exercises such as tossing missiles into the Pacific past Japan, artillery fire into islands disputed with South Korea, and the odd torpedoing of ships.
