I could see them rolling back the individual mandate and make a big deal out of keeping the pre-existing condition component only to then either:

A) Turn a blind eye
B) Not bother enforcing the law

Thereby allowing insurance companies to deny coverage for all sorts of bullshit reasons and get away with it.

The insurance companies will jack up premiums and deductibles and sell bare bones catastrophic plans. The protection of people with preexisting conditions will only remain in effect if they maintain “continuous coverage”, so that if their coverage lapses for any reason they can be refused a new policy.
