Yes. Every time I open chrome or launch a new window of chrome it will open to the “new tab” page instead of my selected home page. I have to hit the home button. Very annoying

It does seem to be a long existing bug. Google search for the new tab page shows that some people have been frustrated by it for years. Unfortunately all the fixes are now out of date.
