I think it was a meant as slight at black, single parent families specifically, and all single parent families in general, and the bigotry was missed because they were looking at it through their racist colored glasses.

They are affiliated with some of the hardcore anti-abortion types in FRC, so I wouldn’t be surprised if that verbiage isn’t there as a subliminal shout out to the “Abortion is black genocide / Planned Parenthood=eugenics” types….
