The other thing to keep in mind is that memes have inertia. Much of the outrage was over draft versions of this bill. The legislative process worked in that the really extreme stuff got removed. The only problem is the outrage caused by those provisions sticks around longer than the actual language in the bill.

So while some of the outrage is just plain wrong, most of it is just outdated.
