That is a AR 15 “pistol” with a Sig stabilizing brace. The ATF does not recognize it as short barreled rifle, and thus does not require registration.

Really? I’ve seen AR-15 pistols that just have the recoil tube but I thought if you modified that in it anyway it became a short-barreled rifle.
