I was under the impression that a military strike is/was to punish the Syrian regime for using chemical weapons. But the so-called peace proposal wouldn’t accomplish that.

No… the military strike was to make sure they don’t use them again, by making them regret using them the first time. If this plan works out, that would accomplish the aim of making sure they don’t use them again.
