If the town is so scared of all the Black people that they need to hire security to feel safe, that bill should be on their own heads.

Hence the “shakedown” part, the city (read: the mayor) is trying to have it both ways in insisting they weren’t part of the planning of the protest but they’re sending her the bill for posting cops because they always charge event organizers for providing “security.” What it sounds like is the mayor and/or the Trump-loving section of the city council ordered the cops to mind the protest to prevent possible violence, and now are trying to pass the cost of their action on so they don’t have to answer to voters for why $2,500 is suddenly missing from the budget.
