I’m thinking along the lines of Legalizing weed to deny the Cartels revenue, then offering to use our drones on the Cartels.

We’re already doing the latter. The former is a non-starter due to continuing anti-pot sentiment in much of the country. The former effect would also be lower than you might think, given that much of the cartels’ profits are in cocaine and heroin, not just in pot.
