No joke. Up until the late ’40s, or thereabouts, air conditioning was not general in Washington buildings, and the summer was so hot that Congress, and much of the bureaucracy, would go into recess until cooler weather. The year-round government in Washington is one of those unintended consequences of technological advancement.

Well - why can’t they become even more ‘technologically advanced’ and spend most of their time in their states, looking after their constituents, and doing video conferencing to thrash things out with the other senators/representatives?
Would reduce their carbon footprint, as well …
