It kind of reminds me of the Spanish Civil War, with the reactionary side trying to terrify its enemies by using Scary Muslim Tribesmen From the Mountains as soldiers.

Of course, given the ferocity and skill Chechens demonstrated in urban warfare in Grozny and Fallujah, employing them is not just bluster.
