It’s called ‘rent seeking’, RWC, and it’s a big reason why many people end up hating regulatory agencies. They feel themselves forgotten by agencies that favor those with lobbying power, which means other gov agencies, mid-size to large companies, large NGOs, and unions. It actions like this one by the FAA that won Cliven Bundy so much (unjustified) sympathy, because he was seen as standing up to a government agency that does not serve the voters.
