I agree with the admiral. But, regulations must be drafted to ease the transition.

Rumor in the 5 sided wind tunnel is that the Congress was considering linking a repeal of DADT to this years military budget. Sec Gates requested Congress hold off so the military can complete a study on the impact of repealing DADT.
