They were originally hired by one of Trump’s primary opponents (not sure which one), and once Trump won the nomination, the info was abandoned. At which point the DNC became interested.

And it wasn’t the DNC who circulated any of the information in that dossier; Christopher Steele is a former MI-6 guy, he recognized what his findings meant and he contacted first some EU-based FBI agent, then took it to a Senator.
