There are people out there who, either for pay or for free, take pictures from the internet that they know are not related to a particular event about which they wish to propagandize. They use them to create memes to push their particular ideology.

These people are liars. They are spreading falsehoods knowingly.

Other people see these memes, and because they share that ideology and believe the pictures are truth, they share them with all their friends.

They spread falsehoods unknowingly. Are these people liars?

Similarly, there are people out there who make up fake statistics to push their ideology.
For instance, there’s a false statistic out there, that 81% of white murder victims were killed by a black murderer.

That’s a lie, and the person who created that “statistic” told a lie.

Trump retweeted an image containing that false statistic back in November of 2015.

It’s a lie, and Trump’s a liar as well as a bullshitter. But in retweeting that lie, did Trump himself lie? He probably believes it.

I addressed that in my comment you responded to (about the population of my town). They are misinformed.

Continuing to spread such falsehood after being shown what is true is lying.
