My pet take in Texas “no bean in chili” is that it’s because “red beans and rice” is a closely related dish and covers that section of the Venn diagram.*

* - My secondary conspiracy take on it is that “red beans and rice” is looked down on as peon (Mexican) food and thus the true and mighty Texan equivalent thus cannot use the lowly bean since superior beef will be used instead.

Red beans and rice is not looked down in any of the circles I’m even tangential to here in Texas.
