This man is not a Catholic Bishop. He was a priest who joined a renegade group. When that renegade group made him bishop he was excommunicated. He was not Catholic, he was not a Bishop he was not a Priest.

By being unexcommunicated he is Catholic once again. Maybe he is even a Priest again (I am not sure of excommunication automatically means you are defrocked).

The media keeps referring to him as a Bishop to fan the flames. Or maybe the media has developed a new journalistic standard where one can give themselves titles. In that case I am now King Rico II of Spain.

He is, I believe, still a priest, but cannot perform the duties of a priest.
