Why do the people of Seattle EVERYWHERE forget how to drive on snow/ice from one season to the next?

Why can’t we handle snow?

ftfy ,,, I’ve lived and/or spent time in many locales over my lifetime. Come to Atlanta during a rainstorm! (something, btw, that happens just about every late afternoon in the spring/summer)
