Yes. But the headline carries a different implication than an issue between the city and wedding chapel about whether they are for-profit or non-profit.

The headline, and forthcoming Fisher derp, are going to be about the government forcing regular churches to minister to same-sex marriages. Which has been one of their standard crap fake arguments all along.
