Making the House and Senate each have 8 year terms would mean that turnover from a GOP majority to a Dem majority (or vice versa) would occur at a glacial pace or not at all, because of the intrinsic power of incumbency. The House was designed to be more reactionary and represent people at a more base level. Expand the house significantly - it hasn’t been done despite US population more than 3 times higher than the last time it was expanded - in 1913.

Expanding the House would also add numbers to the EC, and if you couple that with the Wyoming rule, then you have a path forward.
