Quite Concur. Even in times of grave emergency, nepotism will rear its head. During WWI, Secretary of State for War Horatio Kitchener appointed his older brother Henry (who’d been a dud of an officer retired at Colonel to an important inspection and analysis post as a Major General. Nevermind that more qualified men were available, someone in the family needs a job. It’s pretty basic human nature.
