Both parties have made and broke promises to post bills online 30 days before a vote. It doesn’t work out because when wrangling for votes things need to be added or taken out to sway people at the last second. Once they get the promised votes they need to vote right away before somebody changes their mind. For better or for worse, it’s just the way things get done.

This one was just a big, bad, hyper-exploded example of how things get done in D.C.
