What is the 22nd amendment?

(Not an American here, so enlighten me. Thanks.)

It limits the President to 2 terms, but repealing it would require another amendment to the Constitution. It would also open the Presidency up to Clinton and Bush again. Even if people are working on this, passing an amendment to the Constitution is difficult (for a reason). It takes a 2/3 vote in both houses of Congress, then a 3/4 vote by the states. I doubt they could pass this in time to help 0bama, and from logboy’s comment, it sounds like it’s not even happening.
