“It’s being dismantled” will be seen as an incredibly incriminating statement by the courts. He’s openly refusing to faithfully execute the law as written, without a SCOTUS ruling to back him up.

That right there is impeachable. IIRC the founders had this vision of the president being so scared of impeachment that the executive would end up being much weaker than Congress. It didn’t turn out that way.
