Actually, one of the things I like about the new Dredd movie was the Judges actually made the attempt to move tactically thru the building. Leapfrogging, weapon awareness, single well aimed shots, etc.

Don’t even get me going on Cover vs Concealment. That bush is NOT stopping rounds.
