How about - severe drought in the -4 range is what’s happening in Texas now, where rain levels are XX % below normal, soil is XX % drier and reservoirs are XX % below capacity. -20 would mean (fill in blanks)

It would, but it would require more source data to deconvolve the number to get the figures you want. I honestly don’t have the drought input data on hand. It is something you can get on the web however.
