I love the report that based on overly optimistic assumptions, the huge budget deal still is going to fall $8B short meaning that all of these tax increases still leave the state short of funds.

Why they just don’t work to repeal Prop 98 as a start, I don’t know. Well, yes, I do know. Doing so would take more than a little courage - and that is clearly lacking in excremento.
