The Army is using these things in a war zone, where getting parts quickly saves lives. The manufacturers may not like it, but they know Congress isn’t going to oppose this sort of thing. Doing so would look horrendous for the Congressman who did so.

If the bribe, er “campaign contribution”, is big enough then the congress critter won’t care.
