He knows that once he presents his case, it has to be airtight and irreproachable, with every i dotted and t crossed, as it will be assaulted and picked apart from every possible angle.

He may never get to that point given all the crimes he’s probably uncovered. He could investigate Trump et al. for a decade and still not have every thing fully investigated, especially for all the future crimes he might uncover.
