Withholding voting rights from felons varies from state to state. I think it was originally viewed as part of the punishment for criminal behavior, not that felons were somehow unqualified to vote.

Combine that with laws that disproportionately convict blacks of felonies, add in a dash of discriminatory policing, and you have a delicious recipe for disenfranchisement.
