If I am correct on my hypothesis that Puerto Rico would be Republican (I have a hunch it will, considering the dominant faction in the hyper-dominant PNP), D.C. will help do the traditional of power.

If this passes, I think the move should be made to try and get the remain reasonably populated territories to statehood. Aside from Puerto Rico, these are the Virgin Islands, Guam, the Northern Marianas Islands, American Samoa, and Washington D.C.

The Guano Act Islands should be dealt with then too.

If the vote for statehood in Puerto Rico is close, I would be troubled by making it a state. Puerto Rico had a terrorist group for independence planting bombs at one time, and statehood is forever. Its just a bad idea to have a state in which a large portion of the population wants to be a separate nation.
