AFAIK, the extent of the threat is in allowing the use of chemical weapons in warfare to go unpunished. This would presumably lead to a proliferation of such weapons, in the hands of countries who hitherto have had limited or no arsenals of them, and that would lead to their being used.

If, as the UN and UK votes seem to indicate, pretty much nobody gives a shit anymore - well, alrighty. We now live in a world where chemical weapons are not considered any worse than bombs and bullets, a little less than a century after the International Community banned them as too horrific to allow.

IOW, it’s the place of the International Community to do something, but nobody seems inclined except us and France, and not very many of us, at that.
