they could have sold him as swiss cheese and no one would have checked or confirmed it

He was the ultimate “outsider”, a non-politician with no experience in public service. Hence he could get away with things that would sink the campaign or career of a professional politician, and he could get up and say anything he wanted to on any topic as he had to policy-making, legislative or voting record to refer to.
