Back about 15-20 years ago there was a spate of razor blades in the apples/ tainted candy/ etc that put a damper on Halloween door to door. It’s morphed more into church/ school Trunk or Treats where you know everyone or small house parties or just going to relatives houses

20 years ago is also when the panic over child molestation and stranger danger really set in. The McMartin preschool case, and many others. (Also the repressed memory syndrome panic, and all these people ‘recovering’ false memories of incest and satanic ritual abuse. ) Culturally there were about 5 years there where after decades of no one paying attention to incest and sexual abuse, suddenly it was every where and people were seeing it everywhere. These factors are all interconnected.
