Now the logistics chain has to spool up and that takes precious time. This shit doesn’t just teleport to where it’s needed. FUCK!

It’s not the DOD’s job to look for states and hospitals that might need their supplies. It’s the Executive branch’s job to realize that states are going to need stuff and know that the military has it.
