I would humbly suggest the wiser course is to date people you can’t retaliate against with an adverse employment action. If it goes south, like relationships often do, he could soon be facing a sexual harassment claim and in today’s atmosphere possibly even lose his job. If he’s certain that this is the only woman for him and its going to end happily ever after, or at least amicably, he can’t say I didn’t warn him.

My point is that there’s a whole range of relative power relationships from the one you described originally to being two people at the same level in different departments, and that makes drawing the bright lines difficult. Add to this that attraction is rarely as logical and rational as the above suggests.
