I’d say neither. I’m getting the impression (particularly after reading this TPM article) is that he’s a really smart guy who thinks he and his ideology are never ever wrong.

Which is why he and the current incarnation of his party need to driven from the reigns of power as much as possible. Case in point: we’re looking at a real possibility of another Republican-created government shutdown, and these asswipes are okay with that.
