So Brown paid for the cigars.. and left with the cigars.
So how is this a robbery?
What did he steal?

I read that report as claiming he took several packages of cigars (Swishers) without paying.

But this is a second report, written after the original report and after the death of Brown.

What does the original report state?

It is possible that Brown was involved in this robbery, but the footage is inconclusive as to what happened. It does appear to be Brown. We don’t know what was or wasn’t paid for because part of the events was obstructed from the camera angles provided.

But none of this detracts from the excessive force used by the cop in killing Brown.
