Mattis was retired, so he didn’t need confirmation of his 4-star status to take a jobs. But Congress made a law that the SecDef could not be a retired or active duty general, so they had to have a SEPARATE vote to exempt Mattis to allow him to serve as SecDef, in addition to confirming his nomination.

National Security Advisor does not need confirmation unless that person is active duty (and 3-4 stars), hence Condoleeza Rice did not need confirmation.
