This is a bomb for me. Vague pandering and platitudes. He’s not proposing an agenda, he’s delivering applause lines and asking that congress deliver him legislation based on them. There’s not much substance here.

He has to rely on Congress to deliver legislation because, um, THAT’S THEIR JOB. State of the Union speeches are typically heavy on rhetoric and light on “substance”. It’s not like the President walks into Congress and delivers a list of bills he wants passed.
