The reality is that the only government employees assured of being paid if a shutdown happens are the troops and those who cannot or will not be furloughed for the duration. Everybody else has to rely upon the government’s good graces, and even then there’s going to be a lot of contractors who might as well make peace with the fact that that’s revenue they’ve lost for the year.
